Executive Overview and Mission
Building Intergenerational Equity Through Actuarial Certainty
Project Future is a specialized charitable foundation model established to transform financial support delivery for vulnerable children.
The initiative serves disabled, disadvantaged, and underprivileged children, as well as the surviving children of fallen military service members and first responders who lost their lives in the line of duty or succumbed to service-connected injuries and illnesses.
Rather than relying on temporary, one-time cash grants that quickly deplete, Project Future awards single-premium annuity contracts ranging from $2,000 to $5,000. By utilizing the actuarial certainty and tax-deferred growth of single-premium annuity contracts, these initial awards compound over time into a reliable, long-term financial foundation that secures a child's economic well-being into adulthood. This specific funding range, paired with strategic financial structuring, allows us to provide critical financial lifelines to eligible children without jeopardizing the vital government benefits they rely on to survive.

Target Beneficiaries & Strategic Impact
Delivering Targeted Financial Security Where It Matters Most.
Disadvantaged & Underprivileged Children: Establishing predictable economic equity to help break systemic cycles of poverty.
Children of Fallen Heroes: Providing lasting financial stability to honor the sacrifices of military personnel and first responders killed or injured in service.
Disabled & Special Needs Youth: Building dedicated financial cushions while fully safeguarding federal healthcare and income assistance.
U.S. Citizens, Ages 0-19 years
Precision Benefit Preservation
SSI & Medicaid Safeguards: Supplemental Security Income (SSI) regulations enforce a strict $2,000 individual asset limit. To prevent benefit disqualification or loss of Medicaid coverage, future annuity distributions are routed through ABLE Accounts (Achieving a Better Life Experience) or Special Needs Trusts.
HUD Housing Subsidy Exemptions: For families residing in rent-subsidized housing governed by Area Median Income limits (such as the 60% and 80% AMI thresholds under 24 CFR 5.609), funds are structured under 24 CFR 5.611 as direct expense reimbursements, excluding the distributions from countable household income calculations. HUD guidance explains that some student financial assistance must be excluded from income calculations in public housing contexts, depending on the type of assistance and applicable rules. That makes benefit-aware scholarship design essential when serving low-income and disabled children.
SSI remains subject to very low countable resource limits: $2,000 for an individual and $3,000 for a couple. SSA also explains that parent resources can be deemed to a child, which can make eligibility especially fragile for families with disabled children. This means a traditional scholarship or cash grant may unintentionally push a child or household above program limits.
SSA also states that grants, scholarships, fellowships, or gifts set aside to pay educational expenses are excluded as resources for nine months after receipt, but that protection is limited and does not solve the broader long-term asset-building problem. For many families, even a well-intended lump-sum payment can create instability instead of opportunity.

The Benefit Gap
Public benefits often preserve a basic floor of support, but they do not reliably build wealth or long-term security. Project Future is designed to complement, not replace, those programs by creating separate long-horizon assets for the children.
Our Solution: The Power of Annuity-Based Scholarships
A one-time $2,000 to $5,000 award functions as a single "premium" used to create a contract with a financial or insurance entity.
Single-Premium Funding ($2,000 – $5,000): Each legacy award is funded upfront with a single premium investment, eliminating dependency on year-to-year fundraising volatility
Tax-Deferred Compounding: Interest and contract earnings accumulate on a tax-deferred basis, building long-term purchasing power that grows alongside the child
Sustainable Capital Architecture: Legacy funds are anchored by self-sustaining endowment pools - built upon a $50,000 baseline threshold for perpetual endowment units or named Current Expenditure Funds for contributions below the endowment minimum to ensure direct, immediate impact
Actuarial Growth: Using actuarial logic, this initial seed money is invested to mathematically outpace inflation. For example, with an expected 5% rate of return against a 2% inflation rate, allowing that single $2,000–$5,000 investment to compound steadily over the child's life
Bridging the "Benefit Gap": By allowing the single premium to grow uninterrupted, the eventual payout can be actively adjusted over time to offset the eroding purchasing power of federal benefits, ensuring the child's financial stability when they finally access the funds

How You Can Help
Donation Levels
$50,000 Perpetual Endowments
A tax-deductible gift of $50,000 serves as the foundational "unit" of sustainability, creating an endowment capable of funding multiple scholarships.
Charitable Gift Annuities (CGAs)
You can provide a significant gift to the foundation in exchange for a predictable income stream for the duration of your life. Upon your passing, the "remainder interest" of the annuity is transferred directly to the foundation’s endowment to continuously support our scholarship fund.
Current Expenditure Funds
If your generous remainder interest or total gift does not meet the $50,000 minimum required for a perpetual endowment, we will ethically convert it into a current expenditure fund. This ensures your donation maximizes immediate, critical impact for a children's awards until the funds are depleted.
Our Impact
Capturing a future of financial security and growth for the children of families we serve.
